These principles are implemented through national and European law; in the Netherlands, marktinkoop operates under the Aanbestedingswet 2012 and EU directives, and is often conducted via electronic procurement platforms such as TenderNed.

Process steps commonly involved include market analysis to understand available solutions, precise specification of needs, market consultation to gauge supplier capability, selection of a competition procedure (open, restricted, negotiated, or competitive dialogue), tendering, award decision, contract formation and management, and remedies in case of disputes.

Procedures depend on value and category. Above EU thresholds, open or restricted procedures with public tendering are typically required; below these thresholds, simplified procedures or direct awards may be used with justification. Framework agreements and pre-qualification can be employed to streamline repeated purchases.
