Continuity Management is an organizational discipline focused on ensuring that essential business functions can continue or be rapidly resumed during and after disruptive events. It encompasses people, processes, and technology to protect critical operations, assets, and stakeholders.

The purpose of Continuity Management is to minimize downtime, safeguard safety, preserve reputation, and maintain regulatory compliance. It prioritizes critical processes, defines recovery objectives, and coordinates response and recovery across functions, including crisis communication and incident management.

Core components include governance and policy, business impact analysis (BIA) and risk assessment, strategy development and solution design, plan development, training and awareness, testing and exercises, and ongoing maintenance. Recovery objectives, such as recovery time objectives (RTO) and recovery point objectives (RPO), guide the selection of continuity strategies and resources.

The Continuity Management lifecycle typically follows a Plan-Do-Check-Act (PDCA) approach. International standards such as ISO 22301 (Societal Security – Business Continuity Management Systems) and ISO 22313 (Guidance on the implementation of ISO 22301) provide a framework for establishing, operating, monitoring, and improving a continuity program, often integrated with risk management systems and overall governance.

Implementation considerations include sustained executive sponsorship, a dedicated BCM team, cross-functional ownership of processes, engagement with suppliers and third parties, alignment with information security and IT disaster recovery, and a program of regular training, testing, and exercises to validate plans and drive continual improvement.

Outcomes of effective Continuity Management include increased organizational resilience, faster recovery from incidents, reduced operational and financial losses, and improved confidence among customers, employees, and regulators. It is commonly applied to both business operations and information technology, with an emphasis on keeping critical services available under adverse conditions.
