Regulators are individuals or organizations entrusted with creating and enforcing rules intended to govern behavior within a defined domain. They operate at national and subnational levels, as well as internationally, and can be government agencies, independent commissions, or self-regulatory organizations in industries such as finance, health, environment, telecommunications, and consumer protection.

The core functions of regulators include rulemaking, licensing, supervision, inspection, and enforcement. They issue standards, issue licenses or permits, monitor compliance, conduct investigations, and impose sanctions such as fines, corrective orders, or license suspension. Many regulatory processes involve public consultation, impact assessment, and periodic reviews to adapt rules to new evidence or technology.

Regulatory structures vary by sector. Common forms include government ministries or departments that administer rules, independent regulators insulated from day-to-day politics, and self-regulatory bodies that set industry codes and policing compliance among members. Examples include the U.S. Food and Drug Administration (FDA), the Securities and Exchange Commission (SEC), the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the Federal Communications Commission (FCC). Debates focus on the appropriate scope of regulation, risks of regulatory capture, transparency of decision-making, and the adaptability of rules to rapid technological change. In practice, regulators cooperate across jurisdictions to address cross-border issues and to harmonize standards where possible.
