Scenariation

Scenariation is the practice of creating and analyzing plausible future scenarios to inform planning, policy, and communication. It refers to the act of constructing narratives about how the future might unfold and assessing implications for decision making. The term is used across futures studies, strategic planning, and design disciplines, and emphasizes structured exploration of uncertainty rather than prediction.

Typically, scenariation follows a structured process: define the scope and decision context; identify driving forces such as technological, economic, environmental, and social trends; determine critical uncertainties; develop coherent scenario logics; describe each scenario in narrative form; and analyze implications for goals, risks, and opportunities. Indicators or signposts are often identified to monitor early warning signals.

Scenarios may be exploratory (investigating a range of possible futures) or normative (exploring how a preferred future could be reached). They can be qualitative, quantitative, or hybrid, and are commonly produced through workshops, expert consultations, or iterative modeling. Scenariation supports strategy development, policy testing, risk management, and communications by revealing assumptions and stress-testing plans under different futures.

Critiques note that scenariation is sensitive to choices about drivers, uncertainties, and narratives, which can introduce bias or overconfidence. The method also requires clear linkage to decision processes to avoid producing interesting but unused outputs. When well applied, it enhances resilience by inviting diverse perspectives and facilitating early action.
