Counterintelligence refers to the set of activities aimed at protecting an organization from espionage, intelligence collection, influence operations, and other hostile intelligence activities. Its purpose is to identify, assess, and counter threats posed by foreign intelligence services, insider threats, and other adversaries while preserving legitimate rights and information. Counterintelligence operates within the broader intelligence framework and often intersects with security, investigative, and cyber disciplines.

Core activities include defensive measures to protect personnel, facilities, and information systems; screening and vetting of employees and contractors; monitoring for insider threats; and implementing risk management, cryptographic, and access controls. It also encompasses analysis to detect adversary methods, counterespionage to disrupt hostile operations, and the use of deception and misinformation to mislead opponents. In the modern era, cyber counterintelligence focuses on detecting and mitigating computer intrusions, data exfiltration, and online influence campaigns.

Organizations typically distinguish defensive counterintelligence, which aims to shield information and personnel, from offensive counterintelligence, which seeks to identify and neutralize adversaries by covertly gathering intelligence on them, misleading their efforts, or disrupting their operations. The field spans government agencies, military services, and increasingly the private sector, where corporate counterintelligence addresses industrial espionage and security breaches.

Historically, counterintelligence has played a central role in major conflicts. During World War II and the Cold War, specialized CI programs and double-agent hunts were instrumental. Notable episodes include high-profile cases involving foreign agents and moles uncovered in the United States and the United Kingdom.

In contemporary contexts, counterintelligence addresses cyber threats, supply chain risks, and insider threats across public and private domains. It also involves balancing security with civil liberties, privacy protections, and legal oversight.
