A bosettningsprogram, or settlement program, is a policy tool used by a government to encourage new residents to move to a specific area, with the aim of promoting regional development, stabilizing population patterns, or revitalizing rural communities. Programs may target internal migration (from cities to regions), immigration and refugee settlement, or repopulation of sparsely populated areas. They are typically designed as a package of incentives and services and can be temporary or long-term.

Instruments commonly used include land or housing subsidies, low-interest loans, tax relief, relocation grants, or start-up support for businesses, as well as services such as schooling, healthcare access, language and integration support for immigrants, job placement, and training, in addition to investments in infrastructure like roads, utilities, and broadband to support new communities. Eligibility criteria may include family status, age, profession, income, or commitment to remain for a minimum period, and the geographic focus is often rural, frontier, or otherwise economically distressed areas. Implementation is usually carried out by national or regional authorities, sometimes in partnership with municipalities, landowners, or private developers, and may involve marketing campaigns or selection processes.

Outcomes depend on local economic opportunities, housing supply, and integration capacity, with risks including insufficient demand, high costs, environmental constraints, or depopulation after incentives end. Settlement programs have been used in many countries to redistribute population, repopulate rural regions after wars or economic decline, or manage immigration; they range from historic homestead-style initiatives to modern rural development efforts.
