Stellenplan

Stellenplan, in German-speaking organizations, is a planning document that enumerates all job positions within an organization, including the number of positions, their titles, and their allocation to departments or units. It serves as a tool for staffing and budgeting, linking human resources capacity to financial planning and organizational structure.

Its typical contents include the list of positions, the number of posts per position, the organizational unit, the hierarchical level, reporting lines, and essential qualifications, and sometimes reference to the corresponding pay grade or salary band. It is often complemented by job descriptions (Stellenbeschreibungen) that detail duties and responsibilities for each position.

The Stellenplan is closely related to the organigramm (organizational chart) and the Haushaltsplan (budget). In many public administrations the Stellenplan is a statutory instrument or a budgetary document; it may be updated annually or when reorganizations occur. The term Dienstpostenplan is sometimes used in civil service and public sector contexts.

Process and use: Creation and modification usually require approval by management or a governing body and approval of the budget; changes can reflect staffing needs, efficiency drives, or cost constraints. The Stellenplan provides a framework for recruitment, personnel deployment, and performance management. It is also used for reporting to auditors and oversight bodies.

Variations: In private sector organizations, the term may be used more flexibly; some entities maintain a living Stellenplan integrated with HR information systems. In the public sector, strict adherence to legally defined postings and remuneration levels often applies.
