The aim is to provide immediate safety, basic necessities, and access to support services while clients pursue longer-term housing options.

Facilities and operations commonly include accommodation, meals, laundry, and on-site staff. Intake processes assess eligibility, risk, and specific needs, with spaces that may be dormitory-style or consist of single-occupancy rooms. Services often offered on-site or through referrals include case management, primary health care access, mental health and substance-use counseling, employment and education support, and connections to housing programs such as rapid rehousing or transitional housing. Programs are designed to be low-barrier to entry while maintaining safety and order.

Design and governance considerations emphasize safety, privacy, accessibility, and staff training. Facilities are typically located near public transit and social service networks, with policies on curfews, visitors, and medication management. Singleshelters are commonly funded and operated by city or regional governments, non-profit organizations, or public-private partnerships, often under contracts that specify capacity, standards of service, and reporting requirements.
