Institutionsparks are catalysts that trigger changes in formal or informal institutions within political, economic, or organizational systems. The term, used in institutional theory and comparative politics, refers to events, ideas, or actors whose influence provokes the creation, reform, or abolition of rules, norms, and governance structures. They are distinct from the gradual maturation of institutions, focusing on discrete triggers that alter trajectories.

Common types include economic or political shocks, social movements, leadership changes, technological breakthroughs, and policy experiments. Sparks may originate from external disruption such as crises or wars, or from internal dynamics like leadership turnover, reform coalitions, or legitimacy problems. They interact with existing path dependencies, interests, and coalitions, and often rely on institutional entrepreneurs to mobilize resources and frame issues.

The subsequent process typically involves debate and bargaining, followed by the design and adoption of new rules, regulatory regimes, or social norms. Over time, new institutions gain legitimacy through uptake, enforcement, and cultural acceptance, while feedback loops can reinforce or revise the initial change. The durability of an institutional shift often depends on alignment with broader political coalitions and institutional capacity.

Examples commonly discussed in the literature include economic shocks such as the Great Depression that helped spur welfare-state and financial-regulatory institutions, post–Cold War transitions that introduced market-oriented reforms and democratic governance in various regions, and the emergence of data-protection and privacy regimes in response to digital technologies and public concern.

Critics note challenges in attributing change to a single spark, given overlapping causes and long-running processes. The concept emphasizes triggers and agency within structural contexts, complementing broader theories of path dependence and institutional entrepreneurship.
