Grobhaushalt

Grobhaushalt is a preliminary budget estimate used in planning and budgeting to outline expected costs and funding at an early stage of a project or organizational budget cycle. It provides a rough overall picture rather than a detailed, itemized plan and is commonly applied in public administration as well as corporate or project planning.

The primary purpose of a Grobhaushalt is to establish resource envelopes and support strategic decisions before detailed cost calculations and procurement plans are available. It helps stakeholders understand the scale of financial needs, allocate initial funding, and identify feasible timeframes. The document is usually produced by financial planners or program managers and reviewed by senior management or governing bodies.

Preparation relies on high-level data and estimation methods. Sources often include historical budgets from similar programs, benchmarks from comparable organizations, and basic projections of scope, activity levels, and inflation. Estimation methods may combine top-down scaling, analogies to past projects, and parametric models using unit costs or cost factors. The Grobhaushalt is intended as a flexible planning instrument and is typically refined into a Feinhaushalt (detailed budget) as project specifications mature and procurement and implementation plans are finalized.
