Forvaltningsplanlegging, or management planning, refers to the systematic planning and coordination of public sector activities to achieve defined public objectives. It encompasses policy design, resource allocation, service delivery, and performance management within a legal and budgetary framework.

The process typically includes problem analysis, setting goals and outcomes, identifying policy options, impact and risk assessment, decision making, and developing implementation and monitoring plans. It integrates strategic planning with operational planning and aligns with statutory requirements and fiscal constraints.

Tools and methods used include logic models or logical frameworks, performance indicators, program budgeting, scenario analysis, and stakeholder consultation. Participatory approaches seek input from citizens, legislators, agencies, and interest groups to improve legitimacy and relevance.

The planning is situated in a public governance context and aims for transparency, accountability, and efficiency. It often involves inter-agency coordination at national, regional, or local levels and must adapt to changing political priorities and external conditions.

Benefits include better policy coherence, more effective service delivery, improved resource use, and clearer accountability. Challenges can include data gaps, long planning horizons versus short political cycles, coordination across agencies, and maintaining flexibility in the face of uncertainty.

It is closely related to strategic planning, policy analysis, program evaluation, and results-based management, and has particular prominence in Nordic public administration traditions, where consistent planning practices are institutionalized.
