Their primary duties include drafting, debating, amending, and voting on legislation; representing the interests of constituents; and overseeing the executive branch through inquiries, budgets, and oversight mechanisms. They may form committees to study issues in detail, hold hearings, and scrutinize government policy and administration. In many systems, legislators also have power to approve or deny budgets and to debate constitutional or statutory changes.

Selection and terms vary: most legislators are elected in general elections, though some bodies include appointed or ex officio members. Terms range from a few years to longer periods. Qualifications typically include age, citizenship, residency, and sometimes restrictions on holding other offices or commercial interests. Some jurisdictions provide parliamentary immunities and privileges to protect freedom of debate.

Procedures and culture differ across systems: parties often play a central role in agenda setting, debates, and voting, with question time and party caucuses guiding activity. Standing and select committees are common venues for detailed study, research, and scrutiny, supported by staff.

Challenges and context: legislatures seek to balance representation, accountability, and efficiency, while facing issues such as partisan polarization, corruption concerns, and the need to reflect diverse communities. Their authority and effectiveness depend on constitutional design, electoral rules, and institutional safeguards.
