Preprepping is a term used to describe preparatory actions taken before traditional emergency prepping, with the aim of reducing risk and increasing resilience ahead of potential disruptions. Unlike consumer-level prepping, which often centers on immediate stockpiling and self-sufficiency, preprepping emphasizes upstream risk reduction, planning, and system-wide readiness. The concept is applied at organizational, community, and individual levels and covers activities designed to lower exposure to hazards, strengthen governance, and improve response capabilities when a disruption occurs.

Core activities commonly associated with preprepping include risk assessment and hazard identification, scenario planning, and long-range resilience planning; investments in critical infrastructure and redundancies; policy development and governance structures; training and skill-building; data collection, monitoring, and early warning systems; and ongoing maintenance of essential services. The approach prioritizes reducing vulnerabilities in advance rather than primarily reacting to events.

Contexts in which preprepping is discussed include disaster risk reduction, business continuity planning, climate adaptation, urban resilience, and public health preparedness. Examples include a city updating risk maps and investing in multi-year infrastructure upgrades; a hospital implementing cross-trained staff, redundant power andcommunications systems, and continuity plans; or a school district establishing remote learning contingencies and supplier diversification to sustain operations during disruptions. Individuals may engage in preventative education and community involvement that enhances collective resilience rather than focusing solely on personal stockpiles.

Limitations include the need for upfront investment, long time horizons, and the risk of misprioritization or uncertain returns.
