Phaseouts are policy arrangements in which a benefit, program, subsidy, or regulation is gradually reduced or eliminated over a defined period. They are used to transition away from a policy while managing budgetary impact, encouraging adaptation, or addressing evolving objectives such as environmental goals or market conditions. Phaseouts can be automatic, via sunset provisions, or contingent on reaching specific milestones, timeframes, or thresholds.

Mechanisms include step-down schedules that shave a fixed percentage each year, income-based thresholds that shrink benefits as earnings rise, caps that stop further expansion beyond a limit, and defined end dates that terminate the policy. Partial or reversible phaseouts may be chosen to smooth disruption or allow reversion if conditions change.

Phaseouts occur across domains. In taxation and subsidies, credits and payments often taper with income or project size. In energy and environmental policy, subsidies for fossil fuels or certain technologies are phased out as markets mature, or standards tighten and earlier incentives become obsolete. Product regulation may phase out older or less efficient items, such as eliminating incandescent lighting in favor of more efficient alternatives. Social programs may wind down benefits for high-income individuals or those no longer meeting criteria, as eligibility thresholds rise.

Advantages include improved fiscal sustainability and incentivizing transition. Challenges include potential cliff effects where benefits abruptly disappear, administrative complexity, and political resistance. Careful design with gradual steps, clear rules, and predictable timelines helps mitigate unintended consequences.
