Dimmigration is a neologism used in some policy and academic discussions to describe a deliberate set of measures and conditions that reduce or slow cross-border movement. It refers to actions—by states, employers, or institutions—that increase the costs, complexity, or risks of international travel, work, or settlement, leading to a lower rate of migration than would occur under less restrictive conditions. The term appears in debates about migration governance, border management, and related labor and humanitarian concerns. It is not a universally accepted term and has no formal legal definition in international law.

Etymology: The word is a portmanteau derived from diminish and immigration; its use signals an intent to suppress or dampen migration flows, rather than to facilitate mobility.

Mechanisms: Dimmigration can operate through visa policies that tighten eligibility, longer or more opaque visa processing, more extensive border screening, and data-sharing among agencies; biometric and technological controls; employer and recruitment practices that limit opportunities abroad; and economic or diplomatic conditions that raise costs of moving. Social factors, such as rhetoric around migrants or irregular migration, can also contribute to dimming mobility.

Impacts and criticisms: Proponents argue it can manage migration in line with economic needs and security concerns; critics warn it may infringe civil liberties, hamper asylum access, and disproportionately affect vulnerable groups. Because it is a contested concept with limited formal acceptance, empirical study of dimmigration remains limited and context-dependent.
