Deliberations are discussions in which participants carefully consider information, arguments, and potential consequences before making a decision. They emphasize reasoning, evidence, inclusion of relevant viewpoints, and justification of conclusions rather than quick, positional debate.

Deliberations occur in many settings: legislative bodies and public forums, where policy is shaped; courts and juries, where verdicts or recommendations are formed; and organizations, where strategic choices are debated. They may be open to the public or conducted privately, depending on context and rules.

A typical deliberation includes: identifying objectives, presenting and examining evidence and arguments, questioning assumptions, weighing alternatives and trade-offs, and deciding on a course of action or recommendation. Some deliberations aim for consensus, others for a majority decision, with roles such as facilitator, note-taker, and timekeeper.

Quality outcomes depend on information quality, equitable participation, facilitation that manages dominance and bias, time allowances, and transparent procedures. Deliberation can enhance legitimacy, inform policy, and improve stakeholder buy-in, but it also requires skilled moderation and adequate time.
