Cyberoperations are planned, directed actions in cyberspace intended to achieve strategic, operational, or tactical objectives. They are undertaken by a range of actors, including military forces, government agencies, intelligence services, and, in some contexts, critical infrastructure operators or private companies. Cyberoperations can be defensive, offensive, or a combination of both, and are often integrated with other military or security activities.

Defensive cyber operations (DCO) focus on preventing intrusions, detecting and mitigating intrusions, and restoring services after incidents. Offensive cyber operations (OCO) aim to degrade, disrupt, or deter an adversary’s capabilities, or to gather information, and may be conducted covertly or overtly. In practice, many actors pursue a mix of DCO and OCO within a broader security strategy. Cyber operations can also include cyber espionage and influence or information activities, depending on the actor’s mandate and applicable law.

Legal and policy frameworks govern cyberoperations. International law addresses issues such as state responsibility, proportional use of force, and discrimination between military and civilian targets. Domestic laws, rules of engagement, and authorization processes constrain operations. Attribution—identifying the responsible actor—poses technical and political challenges and can affect crisis dynamics and escalation risk.

Core capabilities include cyber defense, incident response, digital forensics, threat intelligence, vulnerability management, and resilience planning. Offensive and intelligence-focused activities rely on covert access, malware development, network exploitation, and data exfiltration, among others. Training and simulation environments, such as cyber ranges and red-team exercises, support readiness.

Notable episodes illustrating cyberoperations include widely reported incidents that have shaped policy debates. As cyberspace becomes more central to national security and commerce, norms of responsible state behavior, deterrence concepts, and international cooperation continue to evolve.
