Testeinsätze is a term used to describe planned operations that simulate or conduct real-world tasks to test procedures, readiness, and equipment before full-scale deployment. They can be conducted as simulations, field drills, or live exercises and are used to validate standard operating procedures, interoperable communication, and decision-making under realistic conditions.

Contexts and purpose: In police, fire and rescue, disaster management, and the military, testeinsätze help evaluate response times, coordination between units, and the performance of devices and systems. In civil industry and critical infrastructure, they serve to test new technology, alarm and monitoring systems, or emergency plans. The aim is to improve effectiveness, safety, and interoperability, and to identify gaps or weaknesses before actual operations.

Types and formats: Tabletop exercises (Tischübungen) use discussion-based scenarios to explore decision processes without deploying personnel. Field drills involve actual personnel and equipment to practice procedures on-site. Live exercises combine realistic environments with operational constraints. Exercises may be scheduled or scenario-driven and can include partial deployments, simulated adversaries, or controlled disruptions.

Process and methodology: Planning defines objectives, scope, roles, and safety measures. Scenarios are designed to stress specific procedures. Execution follows established command-and-control structures with observation and data collection. After-action review and debriefing identify strengths, weaknesses, and concrete improvement actions, which are incorporated into revised plans and training.

Safety and legal considerations: Risk assessments, permissions, insurance, and safety protocols are mandatory. Data collected during exercises must be handled according to privacy and security requirements.
