Procurementproces, or procurement process, is the set of activities by which an organization identifies needs, sources suppliers, and governs the purchase of goods and services. The goal is to obtain the right items at the right time, for the right price, and with appropriate quality and compliance.

Key stages typically include need identification and specification, market analysis, supplier selection (often via RFx processes such as RFQ or RFP), negotiation and contracting, issuing and receiving a purchase order, goods or service receipt and inspection, payment, and post-purchase evaluation. Many organizations implement these stages in a structured workflow supported by procurement software and enterprise resource planning systems.

In public sector procurement, rules emphasize transparency, competitive bidding, auditability, and equal treatment of suppliers. In the private sector, speed and strategic supplier relationships may play a larger role. Critical considerations include clarity of requirements, total cost of ownership, risk management, ethical sourcing, supplier diversity, and compliance with laws and internal policies.

Performance is measured by cost savings, cycle times, contract compliance, quality, delivery reliability, and supplier performance. Ongoing supplier relationship management and contract management are often integrated to maximize value and reduce risk. Common challenges include incomplete specifications, limited market intelligence, fragmented processes, maverick spending, and insufficient visibility into spend data.
