RFP

RFP stands for Request for Proposal. It is a procurement document used by organizations to solicit proposals from vendors for goods or services that require specialized expertise, customization, or complex implementation. An RFP invites vendors to propose a solution, including technical approach, project plan, qualifications, and a detailed price, and is typically non-binding until a contract is signed.

The process typically begins with issuing the RFP, followed by questions from potential bidders, submission of proposals by a stated deadline, and evaluation by a cross-functional committee. Proposals are assessed against predefined criteria such as technical merit, alignment with requirements, project schedule, risk management, and total cost of ownership. Some procurements include vendor demonstrations, reference checks, or pilots. After scoring, the buyer may negotiate terms with top bidders and issue an award decision and contract.

Common components include background and objective, scope of work, requirements and specifications, expectations for deliverables, milestones and timelines, evaluation criteria and scoring methodology, submission format and instructions, contractual terms and conditions, and confidentiality provisions.

RFPs are one of several RFx instruments. An RFI (information), RFQ (price-based quotes for standard goods), and RFP differ in purpose and content. RFPs emphasize solution proposals and value, while RFQs focus on price and terms, and RFIs collect information. Best practices include clear criteria, transparent weighting, reasonable timelines, and careful vendor communication to ensure fairness.
