LDAR Programme, or Leak Detection and Repair Programme, is a systematic approach used in process industries to identify and repair fugitive emissions from equipment that can leak volatile organic compounds (VOCs) and other hazardous air pollutants. The programme aims to minimize emissions, improve safety, and ensure compliance with environmental regulations. It is typically part of an organization’s environmental management system and may be required by national or regional authorities.

The scope of a LDAR Programme includes an inventory of regulated components such as valves, flanges, pumps, compressors, connectors, and pressure relief devices; defining leak thresholds; conducting regular surveys using approved detection methods; prioritizing repairs; and verifying repairs with re-assessment. The objective is to locate leaking components, perform timely repairs, and maintain accurate records for regulatory reporting and internal performance tracking.

Detection methods commonly employed in LDAR Programmes include standardized approaches such as infrared or optical gas imaging, portable gas detectors, and periodic screening surveys. Some sites may supplement with traditional bubble tests or other diagnostic techniques. Surveys are scheduled according to regulatory requirements, facility risk, and historical leak data, with repair actions documented and re-tested to confirm leak closure.

Regulatory and industry context varies by region but generally centers on reducing fugitive emissions from process equipment. In many jurisdictions, LDAR requirements are part of broader air quality rules under environmental agencies, with facilities often adopting complementary standards or voluntary programs aligned with environmental management systems such as ISO 14001. Regular audits, training, and data management are core elements of effective LDAR Programmes.
