It encompasses the ease with which people can access job vacancies, navigate recruitment processes, and have their qualifications and skills recognized, regardless of background.

Barriers to jobbtilgang commonly include discrimination and bias in hiring, non-recognition of foreign qualifications, opaque recruitment practices, limited language support, lack of transportation, and the digital divide. Enablers include active labor market policies, public employment services, targeted training and language courses, recognition of prior learning, apprenticeship and internship programs, wage subsidies for employers, and accessible job matching platforms.

Measurement of jobbtilgang relies on indicators such as employment rate and unemployment duration, time to first job after job loss, vacancy fill rates, and participation in training or reskilling programs. Policy aims focus on reducing fragmentation of the labor market, promoting equity, and improving matching between job seekers and vacancies. Services may include career counseling, job placement, and support with childcare, transportation, and relocation when necessary.
