Instituttionsreform, commonly referred to as institutional reform, denotes deliberate changes to the structure, governance, and operation of institutions—whether public agencies, welfare services, or private organizations—to improve efficiency, accountability, and service delivery. The term is used in political science and public administration to describe processes that reorganize how institutions function rather than merely changing policies.

Reform efforts typically target governance arrangements, human and financial resources, decision rights, and interaction with citizens or clients. Goals include reducing duplication, clarifying responsibilities, enabling cross‑agency coordination, lowering costs, improving transparency, and safeguarding rights and quality of service. Institutions reformed may include ministries, agencies, courts, hospitals, schools, or social services.

Common tools include organizational redesign, mergers or consolidation of units, outsourcing or privatization where appropriate, performance-based budgeting, digitalization and e-government, regulatory simplification, and the creation of new oversight or accountability mechanisms. Reforms often involve phased implementation, pilot projects, public consultation, and impact assessment.

Implementation is complex and context dependent. Success requires clear leadership, stakeholder buy-in, adequate resources, and careful management of personnel transitions. Critics warn of disruption, job losses, or inequities if reforms prioritize cost savings over service quality. Evaluation focuses on efficiency, accessibility, and user satisfaction.

While the term is widely used in Europe and North America, institutional reform encompasses both public-sector modernization and changes within private organizations. It remains a core instrument of governance reform, constitutional change, and long‑term strategy for adapting institutions to evolving social and economic needs.
