It is not a single statute, but an umbrella concept that covers how individual rights are protected and how state power is constrained.

Legal basis for frelsisreglur rests primarily on the Constitution of Iceland, which outlines fundamental rights and liberties, and on Iceland’s obligations under international human rights instruments the country has ratified, such as the European Convention on Human Rights. The concept also encompasses national legislation that protects privacy, freedom of expression, assembly, religion, and due process, as well as administrative practices that support or restrict these rights.
