Agenda-forming is the process by which issues are identified, defined, and prioritized for action within political, organizational, or public spheres. It involves signaling that a problem exists, proposing solutions, and mobilizing support to place the issue on decision-makers’ agendas. In political science, agenda-forming is a component of agenda-setting, explaining how some topics gain prominence while others remain sidelined.

Key actors include policymakers, government agencies, interest groups, the media, think tanks, businesses, and civil society. Methods used to form agendas include framing the issue to emphasize urgency or consequences, coalition-building to pool resources, and timing around political or policy opportunities. Issue entrepreneurs actively promote proposals, present evidence, and capitalize on events to shift attention. Media coverage, public opinion, and institutional rules shape what qualifies as an actionable agenda item.

Agenda-forming operates across multiple domains, including public policy, organizational management, and international governance. Examples range from climate policy and healthcare reform to educational standards and regulatory changes. International organizations may frame development or security agendas, while corporations pursue strategic objectives through lobbying and public relations campaigns.

Critiques highlight power asymmetries and agenda capture, where influential actors steer attention at the expense of marginalized voices. Framing and media dynamics can distort salience, and rapid information cycles or algorithmic amplification may skew which issues receive attention. Ethical concerns center on manipulation, misinformation, and the selective promotion of frames that may precede evidence-based decision making.
