Decisionmakers are individuals, groups, or institutions responsible for selecting among alternatives to pursue objectives within an organization or system. They can be formal actors such as executives, boards of directors, ministers, or regulators, as well as informal influencers who shape choices through expertise, persuasion, or access to information.

In business, decisionmakers typically include chief executives, senior managers, and board committees; in government, policymakers and public officials; in nonprofit or international settings, boards and program leaders. They determine strategic direction, resource allocation, policy settings, and major investments, often impacting multiple stakeholders.

Decision-making processes usually follow a sequence: framing the problem or opportunity, gathering relevant data, generating a range of options, evaluating consequences, and selecting and implementing a course of action, followed by monitoring and adjustment. Time constraints, resource limits, and information quality influence outcomes. Decisions may be made by individuals or through collective mechanisms such as committees, councils, or consensus processes.

Factors shaping decisions include power relations, accountability and legitimacy, ethical and legal constraints, organizational culture, and cognitive biases. Decisionmakers may apply different models, from rational or goal-driven approaches to bounded rationality, incrementalism, satisficing, or episodic “garbage can” processes in certain contexts.

Common decision types are strategic decisions (long-term direction and capital allocation), operational decisions (routine activities), policy decisions (rules and standards), and crisis decisions (rapid responses under uncertainty). Transparency, documentation, and stakeholder engagement are often used to enhance the legitimacy and scrutiny of decision-making.
