It encompasses problem identification, policy design, consultation, decision making, implementation, and evaluation, with the aim of producing effective and legitimate policy outcomes.

The scope of policyarbete covers both the substance of policy issues and the procedures used to address them. Actors typically include public sector authorities, decision makers in parliament, researchers, interest groups, businesses, and citizens. In practice, policyarbete involves coordinating expertise from various disciplines, balancing political considerations with evidence, and ensuring accountability and transparency in the policy process.

The process usually follows several stages. First, problem definition and agenda setting identify which issues warrant attention. Then policy design and option analysis explore potential courses of action, often using tools such as policy analysis, cost-benefit analysis, impact assessments, and scenario planning.
