Instead of an immediate ban or complete elimination, a phasedown sets successive milestones or caps that progressively lower levels, allowing industries, markets, and communities time to adjust and invest in alternatives or more efficient practices.

Implementation and design features commonly found in phasedown policies include legally binding reduction schedules, quotas or caps, licensing or permit systems, and regular reporting. Many phasedown plans incorporate financial or technical support for affected sectors, alongside measures to monitor compliance and enforce rules. Trade controls and periodic reviews are often used to address leakage, noncompliance, and the need for schedule adjustments in light of new technologies or market conditions.

Contexts and examples. Phasedown concepts are frequently used in environmental policy, particularly for reducing emissions and the use of hazardous substances. A prominent example is the phasedown of hydrofluorocarbons (HFCs) under the Kigali Amendment to the Montreal Protocol, which seeks to reduce HFC use over time. Related applications include gradual reductions in the production or use of other hazardous chemicals, pesticides, or plastics, as well as policy discussions around phasing down certain fossil fuel subsidies.

Benefits and challenges. A phasedown provides a predictable transition path, supports investment in substitutes, and can balance environmental goals with economic considerations.
