Operationelisering is the process of turning a strategic idea, policy objective, or theoretical construct into concrete, measurable and actionable elements within an organization or system. It involves translating high-level goals into operational definitions, performance indicators, data collection methods, processes, and responsibilities, enabling measurement, management, and governance.

The term is not universally standardized and appears in Dutch- and European management discourse as a variant or complement to the broader concept of operationalization (operationalisering). It emphasizes embedding a concept into everyday routines and workflow, so that aims can be tracked and managed in practice rather than remaining only as abstract statements.

Core activities in operationelisering include clarifying the intended outcome, defining constructs in observable terms, selecting or developing indicators, designing data collection and reporting methods, and integrating these elements into existing processes and roles. It often involves creating dashboards, setting targets, establishing quality controls, and instituting feedback loops for iterative adjustment. Pilot tests or phased rollouts are common to validate that the operational definitions align with real-world performance and to identify unintended side effects.

Applications span public policy, organizational strategy, program evaluation, and system design. For example, a climate policy might be operationalized by specifying indicators such as energy intensity, emissions per unit of output, and renewable energy share, then embedding data collection and reporting into production workflows. Critics note that overemphasis on metrics can distort priorities or overlook qualitative aspects, and that indicators must be carefully chosen to avoid gaming or misalignment with core goals.
