The idea emerged in the early 2000s as part of a broader effort by the Swedish Social Insurance Agency (Försäkringskassan) to reduce long-term welfare dependency, particularly among individuals with drug or alcohol addiction, severe mental health disorders, or severe chronic illnesses. Legal backing comes from the Social Insurance Act, which allows agencies to devise individualized, multidisciplinary intervention plans that may involve counseling, treatment, employment support and legal assistance.
