Nyckelåtgärd is a Swedish policy concept meaning “key measure” and refers to a set of coordinated actions designed to address chronic or severe problems that threaten a person’s ability to participate in society and to sustain a stable health status. The idea emerged in the early 2000s as part of a broader effort by the Swedish Social Insurance Agency (Försäkringskassan) to reduce long-term welfare dependency, particularly among individuals with drug or alcohol addiction, severe mental health disorders, or severe chronic illnesses. Legal backing comes from the Social Insurance Act, which allows agencies to devise individualized, multidisciplinary intervention plans that may involve counseling, treatment, employment support and legal assistance. Eligibility is determined through an assessment of risk factors and personal circumstances. Once a nyckelåtgärd is approved, the person receives a structured plan with defined objectives, time frames and resources. Progress is monitored by caseworkers, and interventions can be adjusted after periodic reviews. Critics argue that the focus on “key measures” can lead to stigmatization or a bureaucratic burden, while proponents claim it improves outcomes by providing holistic, targeted support. In recent years the policy has evolved to include evidence‑based practices and has been integrated with Sweden’s broader “early support” initiatives.
