Bureaucratic is an adjective related to bureaucracy—the organized system of administration within large institutions such as governments, corporations, or non-profit organizations. It describes processes and structures based on formal rules, standard operating procedures, and a clear hierarchy designed to coordinate complex activities.

Historically, the concept is associated with Max Weber's characterization of modern bureaucracies as rational-legal authority systems. Typical features include a defined chain of command, division of labor, merit-based recruitment and career progression, explicit criteria for decision-making, impersonal procedures, written records, and codified rules that guide actions regardless of personal considerations.

Applications and criticisms. Bureaucracy helps ensure consistency, accountability, and predictability in large organizations; it enables scale and compliance with laws. However, it is frequently criticized for inefficiency, rigidity, excessive paperwork, and slow decision-making. The term 'bureaucratic' is sometimes used pejoratively to describe processes perceived as overly formal or resistant to change, a phenomenon known as red tape or bureaucratic drift when agencies implement rules that diverge from their original intent.

In the digital era, reforms aim to streamline bureaucratic processes through e-government, workflow automation, and performance metrics, while preserving essential control and transparency. The balance between formal procedures and flexibility remains a central challenge in public administration and large organizations.
