An institutioner is an actor who designs, creates, or reforms institutions—defined as the formal rules, organizations, and procedures that govern behavior within a political system, economy, or organization. The term is not widely standardized and appears mainly in analytical writing on governance and institutional change. Institutioners may operate within governments, international organizations, development agencies, or civil society.
