It is not a currently realized technology or a widely adopted standard.

In common conceptions, fullyrja comprises three functional layers: a data layer that ingests and normalizes inputs from sensors, databases, and other sources; a policy layer that encodes objectives, rules, and constraints; and a justification layer that generates human-understandable explanations and records audit trails. Advantages: Proponents argue that fullyrja could improve traceability, regulatory compliance, and developer interoperability by providing a modular, auditable pipeline for data, rules, and explanations.
