In regulated settings, authorities may require non-discriminatory access at terms that reflect costs and reasonable return on investment. Providers may offer reference offers with standardized pricing, service levels, and contract templates. Pricing models frequently rely on cost-based methods, price caps, or market benchmarks, and terms typically include quality-of-service commitments and dispute-resolution mechanisms.

Impact and considerations include promoting competition, driving lower prices for end users, and speeding market entry for smaller players. Potential downsides involve regulatory complexity, risk of under- or over-investment by incumbents, and the need for ongoing oversight to enforce fairness and prevent cross-subsidization or discrimination.
