Data collection can be quantitative, qualitative, or mixed, and analysis focuses on learning and decision support rather than definitive proof.

Common fields include public policy and administration (evaluating new programs), business process reengineering and digital transformation (testing new workflows or software), climate and sustainability initiatives (assessing policy or technology options), and social programs (pilot interventions).
