Vyöhykedeterminointi is a Finnish planning concept that refers to the procedure of defining land-use zones (vyöhykkeet) within a municipal or regional planning framework. The goal of the process is to establish clear spatial regulations for housing, industry, agriculture, and nature conservation, ensuring that land-use decisions align with broader social, economic, and environmental objectives.

The terminology originates from the 1985 Finnish Planning Act (Suunnittelulaki), which sets out the legal basis for zoning determinations. Under the Act, municipalities are required to prepare adjusted development plans (tiedostomainen kehittämissuunnitelma) that contain a zoning plan (vyöhykekartta). The zoning plan translates the municipality's long‑term spatial vision into specific use zones, each with a set of permissible land uses, design standards, and infrastructure requirements.

The process of vyöhykedeterminointi is collaborative. Municipal councils convene conferences (vyöhykekokous) where planners, engineers, architects, business groups, local residents, and environmental organizations all have a stake. Draft zoning maps are produced and published for public comment, and feedback is incorporated before the final plan is adopted. This participatory model is intended to balance competing interests and produce transparent decisions.

Once adopted, the zoning plan becomes binding for subsequent building permits, land transactions, and administrative actions. It also drives infrastructure investment by identifying where roads, utilities, and social facilities should be located. In practice, vyöhykedeterminointi has been used to protect rural landscapes in the province of Central Finland while supporting urban growth in cities such as Jyväskylä.
