Transportplan

Transportplan, in English often rendered as transport plan, is a strategic document that outlines the policy goals, investments, and actions needed to move people and goods within a defined area over a planning horizon. It is used in urban planning, regional development, and logistics to coordinate infrastructure, services, and operations across multiple transportation modes.

In the urban planning context, a transportplan sets goals for mobility, accessibility, safety, and sustainability. It identifies transport corridors, prioritizes modes such as public transit, walking, cycling, and freight, and links with land-use plans, housing, employment, and climate objectives. The plan typically covers networks of roads, rail, bus rapid transit, and intermodal hubs, and includes policies on parking, pricing, and demand management to influence travel behavior.

In logistics and freight planning, a transportplan focuses on the efficiency of moving goods. It includes network design, location of warehouses and distribution centers, route optimization, scheduling, last-mile delivery, fleet management, compliance, and risk mitigation. The goal is to reduce travel times, costs, and emissions while maintaining reliability and service quality.

Development and maintenance of a transportplan follow a structured process: data collection, demand forecasting, scenario analysis, and stakeholder consultation; environmental, economic, and social impact assessments; financial planning; and a detailed implementation timetable. Performance indicators such as modal share, congestion, travel times, and emissions are used to monitor progress and guide updates.
