Milieuramingen

Milieuramingen are estimates of environmental effects associated with a proposed project, policy, or scenario. They aim to describe and quantify potential impacts on air, water, soil, biodiversity, noise, landscape, and climate, as well as resource use and waste generation. The purpose is to provide decision makers with a transparent basis to assess sustainability, compare alternatives, and identify necessary mitigation or monitoring measures.

Methodologically, milieuramingen combine quantitative modeling with qualitative assessment. Quantitative approaches may include air dispersion models, hydrological and water-quality models, traffic and energy models, and life cycle assessment. Scenario analysis and sensitivity analyses explore how results change under different assumptions. Results are presented as estimated values or ranges, with clearly stated assumptions, uncertainties, and limitations. Data sources range from project specifications and monitoring data to regional baselines and published models.

Regulatory and planning contexts often shape milieuramingen. They are commonly produced as part of environmental impact assessments (EIA) and strategic environmental assessments (SEA), and are used in planning approvals, permit conditions, and environmental management plans. They also appear in corporate sustainability reporting and risk assessments at the organizational level.

Limitations and quality considerations include data gaps, model uncertainties, and the influence of chosen scenarios. Transparency, documentation of methods, stakeholder input, and independent review are important to ensure credibility and usefulness. While the term is most widely used in Dutch-speaking regions, similar practices exist under different names in other jurisdictions, all serving the same aim: to anticipate environmental effects and support informed, responsible decision making.
