Luftrummets

Luftrummets is the term used for airspace—the portion of the atmosphere in which aircraft operate and air traffic services are provided. It encompasses the air above a country’s territory and its territorial seas, as well as international airspace managed through regional and international arrangements. The concept is a core part of aviation regulation and safety.

Under international law, a state exercises sovereignty over its national airspace. This sovereignty covers the air above its land and waters, with the extent of sovereignty typically defined in national law. Beyond a country’s territorial airspace, international cooperation through organizations such as the International Civil Aviation Organization (ICAO) governs how air traffic is managed, often via designated Flight Information Regions (FIRs) and standardized procedures.

Airspace is commonly categorized into controlled and uncontrolled sectors. In controlled airspace, air traffic control (ATC) services provide separation for aircraft under instrument flight rules and, in many cases, for visual flight rules as well. Uncontrolled airspace generally allows operations with fewer ATC services, subject to weather and visibility requirements. Many jurisdictions use a formal class system (in ICAO terms) or equivalent schemes, distinguishing between more restricted, higher-altitude airspace and open, lower-altitude zones.

Management of luftrummets involves defining zones such as control zones (CTR), terminal control areas (TMA), and designated routes or airways, along with vertical limits expressed as altitudes or flight levels. Restrictions may apply for safety, security, or military reasons, including temporary flight restrictions or restricted areas. Access to airspace is coordinated through flight plans, ATC clearances, and communications, with modern systems incorporating radar, ADS-B, and satellite navigation to maintain safe and efficient operations.
