Juurdepääs

Juurdepääs (Estonian for "access") denotes the ability or right to reach, use, control or obtain resources, information, services or locations. The term applies across multiple domains including physical spaces, information systems, public services and legal entitlements.

In computing, juurdepääs refers to mechanisms that regulate who can view or manipulate data and resources. Common models include authentication (verifying identity), authorization (granting permissions), access control lists and role-based access control. Ensuring appropriate juurdepääs is central to cybersecurity, data protection and system integrity.

In public infrastructure and services, juurdepääs covers physical accessibility—for example building entrances, transport and assistive technologies—and digital access to e-services and information. Estonia’s digital governance model, based on national ID cards and cross‑sector data exchange platforms, is frequently cited as an example of integrated, secure electronic juurdepääs to state services.

Legal and ethical aspects address rights to information and privacy. At the European level, the General Data Protection Regulation (GDPR) establishes a right of access to personal data, balancing individual rights with security and confidentiality.
