HSkódXML

HSkódXML is a proposed XML-based data interchange format intended to encode information about Harmonized System HS codes for goods, with a focus on Hungarian-language contexts. It is designed to complement official HS classifications with structured, multilingual metadata suitable for inter-organizational data exchange.

Purpose and scope: The format aims to enable precise, machine-readable representation of HS codes, including code value, textual descriptions in multiple languages, and provenance. It is intended for use by customs authorities, logistics providers, freight forwarders, e-commerce platforms, and data integrators in regions where Hungarian or Central European contexts are relevant.

Data model: A typical HSkódXML record includes elements such as code (the HS code), description (text in one or more languages), language attribute, chapter/heading/subheading fields, jurisdiction or country, validity period, notes, and synonyms or alternative codes. The model supports linking to the official HS revision, as well as references to related codes or exemptions. Optional extension points allow organization-specific fields.

Structure and technical aspects: HSkódXML commonly uses a namespace and is validated against an XML Schema (XSD) or Relax NG schema. It emphasizes backward compatibility with conventional HS representations, and includes metadata for versioning and revision dating.

Relationship to HS: Each entry maps to an HS code and can carry additional Hungarian-language descriptors. The specification recommends alignment with World Customs Organization guidelines while allowing regional enhancements and multilingual descriptions.

Usage and status: As a concept, HSkódXML has seen pilot implementations and discussions in government and industry groups to facilitate cross-border data sharing.
