Etusijaisuus

Etusijaisuus is a Finnish concept describing the principle or practice of giving precedence to certain individuals or groups in access to scarce resources, services, or opportunities. It denotes a priority that affects ordering decisions in allocation processes, admissions, or service delivery.

The term stems from etu, meaning advantage or benefit, and refers to being placed ahead in ranking. In policy discourse, etusijaisuus is used to describe formal rules, guidelines, or informal practices that designate who should be served first or given special consideration.

Applications occur in various public and private sectors. In health care, for example, etusijaisuus can govern triage or the allocation of organ transplants or emergency care, balancing factors such as urgency, likelihood of benefit, and time-sensitivity. In housing and social welfare, priority may be given to individuals with urgent housing needs, families with dependents, or people in vulnerable situations. Some organizations also implement priority service for certain customers or programs to streamline access or reward loyalty.

The concept draws debate. Supporters emphasize helping those with greater need or higher hardship and promoting efficient use of limited resources; critics warn that poorly defined rules can undermine equality before the law or create discrimination.
