Output typically includes an assessment plan or blueprint that specifies purpose, evidence, format, timing, scoring methods, and quality controls. The plan serves as a reference for designers, instructors, and evaluators and helps ensure that subsequent development and implementation are aligned.

Challenges include resource limits, ensuring fairness across diverse learners, maintaining reliability and validity across contexts, and avoiding construct-irrelevant difficulty. Ongoing review and calibration are often required as objectives, standards, or populations evolve.
