Þjónustutilboð refers to formal offers submitted by suppliers in response to a procurement request for services. They are used by both public authorities and private organizations to obtain external services such as information- og communications technology support, ráðgjöf, húsaleiga, viðhald eða aðstoð við rekstur. A þjónustutilboð typically presents how the supplier will perform the requested work, the associated costs, and the terms of delivery.

A standard bid includes: a description of the proposed scope of work and deliverables; project milestones and timelines; the team and qualifications; the methodology or approach; service levels and performance indicators (SLAs); pricing structure and total cost of ownership; terms and conditions, including payment terms and warranties; and compliance information such as insurance and statutory requirements.

In the procurement process, buyers publish the call for bids; bidders prepare and submit their offers by a deadline. Offers are evaluated against predefined criteria, often including price, technical merit, experience, and references, with transparency and non-discrimination emphasized. Depending on the procedure, negotiations or clarifications may follow before a contract is awarded. After selection, unsuccessful bidders may request a debrief.

In Iceland and the EEA, public procurement rules encourage open competition, clear evaluation criteria, and equal treatment of bidders to foster fair competition. Þjónustutilboð thus function as a mechanism to compare different service solutions and choose the most advantageous offer for the buyer and the project’s needs.
