Ülevalthelpal is a fictional municipality in the republic of Veridia, located on a high plateau in the Veridian central highlands. The settlement functions as a local administrative and cultural hub for surrounding villages and acts as the seat of the municipal council.

The name merges elements from the local highland dialect meaning “above” and “valley,” reflecting its elevation and position. The area covers about 12 square kilometers, with mixed forests, pastures, and rocky outcrops. Elevations reach about 1,200 meters, and the climate is temperate with alpine influences, producing cool summers and snowy winters.

Historically, Ülevalthelpal developed as a mining and agricultural settlement during the medieval period. A fortress built in the 14th century served as a defensive and administrative center, a role that gradually shifted toward forestry and trade as regional patterns changed. Modern governance consolidated in the late 20th century during national decentralization reforms, with the town council gaining greater autonomy over local affairs.

Economy and infrastructure center on agriculture (notably potatoes and dairy), forestry, and small-scale manufacturing. Tourism focuses on outdoor recreation and heritage sites. The town is connected by a regional railway and a network of roads; essential services include a primary school, a small hospital, and micro-hydro facilities that supply part of the local energy needs.

Demographically, the population is around 2,000, predominantly Veridian in ethnicity, with Veridian as the main language and a largely secular civic culture. Cultural life emphasizes the annual Summit Day festival and historical landmarks such as the Old Windmill and the Summit Lookout overlooking the Lume River valley.
