õppesüsteemi, the Estonian education system, is the framework of institutions, policies, and practices that govern formal learning in Estonia. It covers early childhood education and care, basic education, secondary education, vocational education and training, higher education, and adult education. The system aims to provide equitable, high-quality learning opportunities and to foster lifelong learning, digital literacy, and civic engagement.

Structure and compulsory education: Education is compulsory from about age 7 to 16, corresponding to grades 1–9 in the basic school (põhikool). After completing basic education, students may continue with upper secondary education (gümnaasium) or enter vocational education and training (kutseõpe). Pre-school education is widely attended but not mandatory.

Governing framework and funding: The Ministry of Education and Research (Haridus- ja teadusministeerium) sets national curricula and standards, while local municipalities administer most schools. Public schooling is largely funded by state and local budgets, and tuition is typically free for public basic and general upper secondary education; private institutions operate within the legal framework.

Curriculum and features: The Riiklik õppekava (national curriculum) guides learning objectives and subject standards across levels. Estonia emphasizes inclusive education, early intervention, and the use of digital tools and online platforms. The system supports multilingual education, with Estonian as the main medium and additional language programs for minority communities. It also prioritizes lifelong learning and vocational pathways.

International perspective: Estonia participates in European and international education initiatives, and its education system is widely recognized for effective integration of digital technology, strong performance in international assessments, and ongoing reforms aimed at strengthening flexibility, mobility, and adaptability of the workforce.
