In Estonian education, õpiraskuste refers to a spectrum of barriers that hinder a student's ability to learn and perform academically. The term covers difficulties across domains such as reading, writing, mathematics, attention, memory, and study skills, which cannot be explained by low-quality instruction alone. Students may show persistent gaps despite appropriate teaching.

Causes are diverse: neurodevelopmental conditions (for example dyslexia, dysgraphia, dyscalculia, ADHD), language and literacy development issues, sensory or processing differences, and psychosocial factors. External factors such as poverty, unstable home environment, and insufficient access to resources can compound learning challenges. Intelligence is not necessarily affected.

Identification: early screening by teachers, followed by formal assessment by a multidisciplinary team including psychologists, speech-language therapists, and special educators to determine the presence and nature of learning difficulties and to rule out other conditions.

Support: management relies on individualized learning plans and inclusive practices. Interventions are evidence-based and targeted to the domain: explicit, structured literacy instruction for reading; multisensory, systematic approaches for writing; concrete, visual and stepwise strategies for mathematics; organizational supports, executive-function coaching, and behavior strategies. Accommodations may include additional time, reduced-distraction testing environments, note-taking assistance, and assistive technology.

In Estonia, õpiraskuste are addressed within inclusive education frameworks, emphasizing early identification, school-based support teams, and collaboration with families. While many students recover gaps through appropriate support, persistent difficulties may require ongoing interventions or transitions to specialized services.
