Õppeseadetus

Õppeseadetus is a term used in Estonian educational discourse to describe the overall system of organization and regulation of learning within educational institutions. It refers to the set of rules, procedures, and structures that determine how studying is planned, implemented, and assessed, and how students, teachers, and institutions interact in the learning process.

The concept applies across the spectrum of formal education, including primary and secondary schools, vocational education, and higher education. It covers planning and implementation of study programs, scheduling and attendance, assessment practices, student rights and responsibilities, and the provision of educational support services. In practice, it encompasses how learning goals are translated into actions, how teaching is organized, and how feedback and quality assurance are carried out.

Key components typically include the alignment of curricula with learning objectives, the rules governing course delivery and time management, methods and criteria for assessment and grading, and the overall learning environment and accessibility for students. The concept is usually understood within Estonia’s legal and regulatory framework, notably the Haridusseadus (Education Act) and related regulations issued by the Ministry of Education and Research.

Relation to other concepts is close with õppekava (curriculum) and hindamine (assessment). Institutions may publish internal guidelines that interpret and implement the õppeseadetus in a way that fits their level and context. The term is sometimes used flexibly, so specificity often depends on the institutional or regulatory setting.
