The name is assembled from véli- meaning "great" in the Veliran language, with hall borrowed into the term from English to describe the architectural form. In Veliran texts, vélikhall may be preceded by a modifier indicating rank or purpose (for example, vélikhall royal or vélikhall municipal).

Architectural design typically features a rectangular or cruciform plan, a raised central dais or throne, tiered seating for officials or nobility, and a high, acoustically optimized ceiling. Construction materials vary by region but common elements include timber framing, stone foundations, carved beams, and decorative banners or frescoes. Lighting is provided by oil lamps or late-period oil by day and torches or chandeliers by night. The space is kept free of permanent barriers to facilitate processions and ceremonies.
